Crowd level: Easy. Busy only at the obvious hour

Best season Year-round. Cherry trees pull a crowd for a week. The rest of the time it is a park doing park things, which is the recommendation.

The palace park is a public lawn on the old grid. People run, picnic, and practice instruments. The buildings are a timed tour. The grass is the point. Use it as a park, which is what the city already does.

The short version

The palace grounds sit on the Heian capital’s plan. For most of the week the park is open and the interiors are not your business. That split is useful. You get the scale of the imperial city without a ticket line, and joggers get their loop.

Buy a bento from a nearby shop and eat on the grass, which is the local move. A hotel tea nearby is optional and usually beside the point.

The runners, and university sport nearby

The park is the track. If you want a fixture, Doshisha and other campuses are a short ride. High-school baseball season is the other true Kyoto sports calendar.
